They are aged 17 and 18.
The attacker also stole their jewellery and mobile phones before running off.
Police later detained a suspect aged 55 who was found in possession of the stolen items, said a law enforcement statement.
A criminal investigation has been opened against him over sexual crimes, using and threatening violence, and robbery.
Despite the horrific ordeal faced by the young women, both were issued with police protocols which can lead to fines of up to 3,000 roubles (£33) each for breaking the strict coronavirus lockdown rules.
Ekaterina Rositskaya, head of the press service of the Krasnoyarsk Ministry of Internal Affairs, confirmed the punishment.
“After finding them on the street at night — without urgent need — the police drew up reports and sent them to the district administration.”
A decision is now being made on the level of the fines, she said.
ORDEAL
Newspaper Komsomolskaya Pravda highlighted how a rape victim “will be punished for violation of self-isolation”.
Police sources told the paper that one of the teenagers had been raped while the other was subjected to "violent acts of a sexual nature”.
Local news outlet Tayga headlined its story: “Victims of sexual violence accused of violating self-isolation mode in Krasnoyarsk.”
The families of the girls are reported to be fighting the fines.
The incident was on 20 April on 60 Let Oktyabrya Street but the full horror of the attack they faced was only revealed now.
At the time, residents were only allowed out of their homes on limited pretexts such as walking a dog, going to see a doctor or to a nearby shop or chemist.
The girls were long-time friends but were not supposed to meet under lockdown rules.
After publicity over the case, the Krasnoyarsk region’s Covid-19 operational headquarters today abruptly withdrew the threat of fines for the teenagers.
“No-one will be fined,” said a statement, referring to the district authority responsible for imposing such punishments.
“Initiating a case was refused because the victims turned to police over a threat to life and health.”
The alleged attacker faced five separate criminal investigations, said the statement.
